East St. Louis Satellite Library Mission Statement and Access Policy

The Library of the U.S. Courts for the Southern District of Illinois is located in the Melvin Price United States Courthouse in East St. Louis. It serves the research needs of the judges and court staff in all of the court locations in the district.

Attorneys and members of the public who have business with the courts may request permission to use the library, by appointment only between 9:00 a.m. - 4:00 p. m. Call 618-482-9477 to make an appointment. Please bring your own paper for the photocopier.

The following law libraries in the district or in the greater St. Louis area are open to the public:

Library Services Available to the Public

What we can not do:

1. We can not provide legal advice or opinions, or interpret any laws or legal documents.

2. We can not assist with preparation of cases or legal forms.

3. We can not provide in-depth reference service or access to fee-based information databases (such as WESTLAW, LEXIS, etc.).

4. We can not check out library materials or borrow items from other libraries.

5. We can not allow use of office equipment, telephones or supplies.

7. We can not allow smoking, eating or disruptive behavior.

8. We can not be responsible for any personal belongings.

9. We can not recommend attorneys.

What we can do:

1. We can allow the public access to library materials.

2. We can provide directions to needed materials.

3. We can provide basic instructions on how to use legal materials.

4. We can provide basic reference (e.g., telephone numbers, addresses, dictionaries, legal directories, etc.).

5. We can provide a list of libraries that have needed materials that we do not own.

6. Refer users to other agencies which provide legal assistance.

7. There is a photocopier. You must bring your own paper for printing.

8. We can provide computers with Word Processing. You must bring paper for printing.

Library Computer Use Policy

The library is available for attorneys and members of the public who have business before the court and by appointment only. The availability of the library to the public is a courtesy and not a right. Access may be withdrawn at any time without notice. Any person abusing these resources will be barred from their use.

The computers in the library are for legal research only. All usage of computers in the library must adhere to the following regulations:

  • Users must have current business before the court.
  • These workstations are to be used for legitimate legal research only.
  • The Library cannot provide access to the internet.
  • The Library does not provide access to paid legal research databases (e.g. Westlaw, Lexis)
  • Documents must be saved on a personal diskette or flash drive. Files saved to the computer’s hard drive will be deleted daily.
  • You must bring your own paper for printing from the computer or using the photocopier.

Beverages are permitted in covered containers only. NO FOOD is permitted in the library.
