    Beginning with the October 2010 Term, audio files can be downloaded or played on Fridays after Conference. Media formats include MP3, Windows Media, and RealAudio 10.
  • Oral Arguments
    Beginning with the October 2006 Term, the transcripts of oral arguments are available on the same day an argument is heard by the Court. Transcripts of oral arguments are archived on the website beginning with the October 2000 Term. Transcripts prior to the 2000 Term are maintained in the Court's Library.
  • Questions Presented
    Internet users can review the Questions Presented in granted and noted cases simply by clicking on the hyperlink located within the Docket's case summary information for a particular case. For example, when a user accesses the docket information for case number 07-330, a hyperlink will appear just beneath the decision date within the case summary information. Once the hyperlink is clicked, the user will be linked to a .pdf file setting forth the Question(s) Presented in the case.
  • Special Master Reports
    Special Masters are individuals named by the Court to conduct preliminary reviews of Original cases the Court has allowed to be filed before it. Original cases - cases tried only in the Supreme Court - usually involve disputes between states. The Court will add future reports as they are issued. Past reports have been and will continue to be posted as well.

Preview of United States Supreme Court Cases
Preview is an eight-issue subscription publication that provides expert, plain-language analysis of all cases given plenary review by the Supreme Court in advance of oral argument. Preview issues 1-7 precede the Court’s seven argument sessions from October to April. Published in July following the close of the Court’s term at the end of June, Preview issue 8 reviews the term using a combination of charts, statistics, case summaries, and essays. The Continental Congress Broadside Collection (256 titles) and the Constitutional Convention Broadside Collection (21 titles) contain 277 documents relating to the work of Congress and the drafting and ratification of the Constitution. Items include extracts of the journals of Congress, resolutions, proclamations, committee reports, treaties, and early printed versions of the United States Constitution and the Declaration of Independence. The History of Bills and Resolutions is a section of the Congressional Record Index that provides information about all bills and resolutions introduced during that session of Congress. The database is updated daily, usually the day after publication of the Congressional Record. Each year since 1983 is available for searching individually. Congressional Calendars
The Congressional Calendars collection includes the Calendars of the U.S. House of Representatives and History of Legislation and the Senate Calendar of Business. The Calendars of the U.S. House of Representatives and History of Legislation is prepared under the direction of the Clerk of the House of Representatives by the Office of Legislative Operations. It is published daily by 8:00 a.m. when the House is in session. The Senate Calendar of Business is prepared under the direction of the Secretary of the Senate by the Legislative Clerk. Committee Hearings and Committee Prints

Be aware that many hearings are not available in a format which corresponds exactly to the printed version. Most, but not all, congressional committee and subcommittee websites have the prepared statements for their hearings. A few committees have the oral transcripts, but the complete hearing is normally only available in print or microfiche from the GPO. Most Congressional hearings may not be immediately available since they are published two months to two years after they are held.

Congressional Committee Prints are publications issued by congressional committees on topics related to their legislative or research activities. The subjects of the committee prints vary greatly, due to the different concerns and actions of each individual committee. Some basic varieties of committee prints include: draft reports and bills, directories, statistical materials, investigative reports, historical reports, situational studies, confidential staff reports, hearings, and legislative analyses. Congressional Hearings
Selected House and Senate hearings since the 99th Congress (1985-86).
A hearing is a meeting or session of a Senate, House, joint, or special committee of Congress, usually open to the public, to obtain information and opinions on proposed legislation, conduct an investigation, or evaluate/oversee the activities of a government department or the implementation of a Federal law. In addition, hearings may also be purely exploratory in nature, providing testimony and data about topics of current interest. Most congressional hearings are published two months to two years after they are held. Not all congressional hearings are available on GPO/Govinfo. Whether or not a hearing is disseminated on GPO/Govinfo depends on the committee. GPO continues to add hearings irregularly as they become available during each session of Congress. If a congressional hearing is not listed in the catalog, it is not available electronically via GPO at this time. (GPO/Govinfo)
Congressional Hearings Project
A pilot project was undertaken with Google to digitize the entire hearings collection held by the Law Library of Congress and make it freely available to Congress and the world. Three collections have been selectively compiled to provide users with a test experience: U.S. Census, Freedom of Information/Privacy and Immigration. These selected Hearings, stored as PDF files, are samples of a larger group that will be digitized and made available as a result of this project. Reports

Committee Reports may contain the bill text, committee recommendations and background information. House and Senate committees may publish a committee report to accompany legislation. "These reports are numbered consecutively in the order in which they are filed. Committee reports discuss and explain the purpose of measures and contain other, related information."

U.S. Congressional Serial Set
The Serial Set contains the House and Senate Documents and the House and Senate Reports bound by session of Congress. It began publication with the 15th Congress, 1st Session (1817). Documents before 1817 may be found in the American State Papers. In general, it includes: committee reports related to bills and other matters, presidential communications to Congress, treaty materials, certain executive department publications, and certain non-governmental publications. This site includes the Numerical Lists of Documents (1957 - Current) and Reports and a Schedule of Serial Set Volumes (1987 - Current). (GPO)

Congressional reports originate from congressional committees and deal with proposed legislation and issues under investigation. Reports are available as ASCII text and Adobe Portable Document Format (PDF) files. House and Senate Reports are reports of congressional committees concerning proposed legislation and/or containing findings on matters under investigation. Senate Executive Reports are reports of the Committee on Foreign Relations relating to Treaties between the United States and foreign nations, which have been submitted to the U.S. Senate for ratification, or are reports of various Senate Committees regarding nomination of individuals. Joint Meetings, Joint Sessions, & Inaugurations
The two houses of Congress generally work separately, but on occasion the House of Representatives and the Senate gather together. Moments of great significance have taken place when the two houses hold such meetings. This chart lists those occasions where Congress meets as a single body since the First Congress (1789–1791).
Congressional Documents
The Congressional Documents collection consists of House Documents, Senate Documents, and Senate Treaty Documents. House and Senate documents contain various kinds of materials ordered to be printed by both chambers of Congress. Documents can include reports of executive departments and agencies, as well as committee prints, that were ordered to be printed as documents. Senate Treaty Documents contain the text of a treaty as it is submitted to the U. S. Senate for ratification by the President of the United States. There are three types of documents: House and Senate Documents, Senate Executive Documents and Senate Treaty Documents.

The Congressional Record Index (CRI) serves as the index to the Congressional Record. When Congress is in session, the Joint Committee on Printing publishes the Congressional Record Index. Federal Compiled Legislative Histories

Department of Justice Legislative Histories
Compiled by the U.S. Department of Justice (DOJ) Library Staff throughout the years on laws of interest to DOJ. The documents within the legislative histories added to the DOJ Internet site were originally researched, comprehensively collected from Congressional publications, and bound into paper volumes by DOJ librarians. These were made available only to DOJ employees through the Department's Main Library collection. Today, they have been digitized and are now available to the public. (DOJ)
Laws and Links Related to General Federal Agency Operations
The site alphabetically lists some 40 Federal laws and then links them to the original public law statute, the U.S. Code cite, the C.F.R. cite (when applicable), and, if enacted after 1972, the related legislation on the Library of Congress Congress.gov database. Some of the laws listed include the Administrative Procedure Act, Annual Appropriations General Provisions, the Buy American Act, the Chief Financial Officers Act of 1990, the Federal Employees Health Benefits Act of 1959, the Fly American Act, the Freedom of Information Act, the Inspector General Act of 1978, the Prompt Payment Act, the Whistleblower Protection Act of 1989, and other acts that deal specifically with general Federal agency operations. Legislative Histories of Selected U.S. Laws on the Internet
This recently expanded site now encompasses almost all commercial as well non-commercial (free) Federal legislative histories available on the Internet. These histories are listed alphabetically by the short title of the public law and then in public law number order whether or not that arrangement is on the vendor site. The layout is similar (but with less detail) to the two listings of non-commercial legislative histories presented just before the commercial listings. Each entry also has a direct link to the history's URL site or to its general vendor site. In addition, following the public law number list for commercial histories, are entries and links to large or special collected histories (such as the new GAO histories or collected tax related histories). Finally, at the bottom of the site are many explanatory notes about legislative histories, source sites, and citations to public law numbers as well as related statute, U.S. Code and C.F.R. cites.     These tables show where recently enacted laws will appear in the United States Code and which sections of the Code have been amended by those laws. Public Papers of the Presidents of the United States
The Public Papers of the Presidents are published by the Office of the Federal Register (OFR). This is the official publication of United States Presidents' public writings, addresses, and remarks. Each Public Papers volume contains the papers and speeches of the President of the United States that were issued by the Office of the Press Secretary during the specified time period. The material is presented in chronological order, and the dates shown in the headings are the dates of the documents or events. In instances when the release date differs from the date of the document itself, that fact is shown in the text note. Files are available in PDF and text. From 1991 forward. Currently contains the Public Papers for Presidents George H.W. Bush, Bill Clinton, George W. Bush and Barack Obama. Additional volumes covering the administrations of Presidents Hoover, Truman, Eisenhower, Kennedy, Johnson, Nixon, Ford, Carter, and Reagan will be made available from GPO in the future. e-CFR: Electronic Code of Federal Regulations
The Electronic Code of Federal Regulations (e-CFR) is a currently updated version of the Code of Federal Regulations (CFR). It is not an official legal edition of the CFR. The e-CFR is an editorial compilation of CFR material and Federal Register amendments produced by the National Archives and Records Administration's Office of the Federal Register (OFR) and the Government Printing Office. LII CFR - Code of Federal Regulations
Has linked cross-references both within the CFR and to relevant parts of the United States Code. There is a Currency tab and an Authorities Tab which lists United States Code sections, Statutes at Large, Public Laws, and Presidential Documents which provide rulemaking authority for that particular CFR section. LII CFR also contains links to relevant statutory authority and to rulemaking dockets for pending regulations that may affect the section the user is viewing. The List of CFR Sections Affected lists proposed, new, and amended Federal regulations that have been published in the Federal Register since the most recent revision date of a CFR title.   • Press release announces that the slip opinions and bound volumes will no longer be printed. A new method of citation goes into effect July 1, 2011.

    In Illinois, Supreme Court and Appellate Court opinions have been available on the judiciary’s web site since 1996, but could not be directly cited because of the requirement that official citation be made to printed reporters. That changes with the amendments to Supreme Court Rule 6, Supreme Court Rule 23 and an administrative order in relation to Rule 23.

    These citation changes direct the Illinois Supreme Court and the Illinois Appellate Court to assign at the time of filing a public-domain case designator number, as well as internal paragraph numbers to all opinions and Rule 23 orders filed after July 1, 2011. While the rule changes require official citation to the public-domain numbering and paragraph scheme, they continue to allow parallel citations to the unofficial regional reporters such as the North Eastern Reporter and Illinois Decisions.

    An example of a Supreme Court citation under the new system would look like this: People v Doe, 2011 IL 102345, ¶15. This shows the name of the case, 2011 as the year of decision, the Illinois Supreme Court as the court of decision, 102345 as the court-assigned identifier number which is the docket number of the case and a pinpoint reference to the 15th paragraph in the opinion.

    An example of an Appellate Court decision from the Third Judicial District would look like this: People v. Doe, 2011 IL App. (3d), 101234, ¶15. In the Appellate Court, the unique identifier number would consist of the last six digits of the docket number. Unpublished orders filed under Supreme Court Rule 23 will have the letter “U” appended to the unique-identifier number. Rule 23 orders will still be posted to the Court’s web site.

  • Illinois legislative history documents (1971 - present) are now available on the General Assembly website. Select Previous General Assemblies from the homepage for transcripts back to October 1971. Each General Assembly has a Public Act to Bill Number Conversion Table and the indexes in PDF. However, if you need to search for other bills with the same or similar language, you will still need to use the Legislative Synopsis and Digest.
  • Laws of Illinois have been digitized from 1788 - Recent and Current Laws. This web site is divided by time period and resource: Territorial Laws, a page with links related to Illinois Statehood, Illinois Constitutions, and the Laws of the State of Illinois. The Laws section is further divided: a separate page provides links to indexes to the Laws of Illinois, laws divided by decade until 1920 (more or less), and links to current laws. Indiana Legislative Information

  • The Brevier Legislative Reports were published biennially from 1858 to 1887 and are a verbatim report of the legislative history of the Indiana General Assembly during those years. The volumes also include veto statements and other messages from the Governor. These are a unique set of documents because there is no other detailed and comprehensive record of the debates and speeches from the floor of the Indiana Senate chamber and the Hall of the House of Representatives for this time period. The volumes also contain a record of each bill introduced in the House and Senate. (Joint project between IU Maurer School of Law Library and IU Digital Library Program)
  • Indiana does not publish debates or committee minutes. House and Senate Journals do not include discussions. There are occasional printed study reports from standing committees that have been assigned the task of studying a certain issue. See the Interim Information page for a list of the Indiana Study Committees. Some of the committees will have issued minutes or reports that may be useful.

  • Laws of Wisconsin Scanned copies of the Laws of Wisconsin from 1969 to the present. Acts from 1969 to 1995 are available in PDF only. Acts from 1995 to the present are available in searchable NXT Infobases and PDF format.
  • Bill drafting records prior to 1999 are available at the Marquette Law Library. Milwaukee library staff can get duplicate copies of the fiche from the law school. To research on microfiche, it is necessary to know the specific year and act number.
  • Wisconsin Statutes and Annotations Search and view editions from 1969 to the present.
  • Wisconsin Law Archive Quick links to Wisconsin Statutes and Acts. Also Sections Affected by Acts.
  • Beginning with the 1999-2000 legislative session, the Milwaukee court library has bill drafting records available on CD-ROM.
  • Wisconsin Legislative Drafting Records starting with the 1999/2000 sessions. (U. of Wisconsin Law Library)
  • In order to retrieve bill drafting records, you will need the Wisconsin Act number, year of passage, and a section number. In addition to the year and act number, a popular name for the act, if available, is very helpful. Bill drafting records dating back to 1865 are available on microfiche from the Marquette Law Library.
  • Wisconsin Judicial Council Collection is a source of legislative history of court-related statutes and rules. (U. of Wisconsin Law Library)
  • The Wisconsin Legislative Reference Bureau has announced that it has completed scanning the Wisconsin Administrative Code archive back to 1956 (vol 1 of the Administrative Register).

    The Code does not appear in it's entirety for these archived editions. Rather, each year contains a list of the Administrative Code Registers for each month. The chapters that were inserted or removed that month are linked.

    The easiest way to track the history of the Administrative Code is to go the current version available on the LRB website. Find the chapter and section that you need.

    Each section includes a History note at the bottom. This will include a citation for the Administrative Register(s) which created and changed the section. Links to the archived Code chapter pages are available here. Follow each of these links to view the chapter as it existed when that change was made. I find that it is best to work in reverse chronological order.

    The Code archive is also keyword searchable. This is particularly useful for locating text and chapters that may no longer exist in the current version of the Code.

    Some even older versions of the building codes are available via Hathi Trust. The LRB may link those up at some time in the future.

  • Wisconsin Legislative Fiscal Bureau may provide helpful information.
  • Legislative Council Reports may provide additional information. From 1995 on these are available at the Wisconsin Joint Legislative Council site. Use this for reports and study committee information dating back to 1996, amendment memos, standing committee members, staff contacts and administrative rules.
  • For reports prior to 1995, call the Legislative Council in Madison at 608-266-1304.
  • Barbara Fritschel, Milwaukee Satellite Librarian, has prepared a guide called Compiling a Wisconsin Legislative History. (U.S. Courts Library - 7th Circuit)
  • WisconsinEye covers legislative floor sessions and committee hearings similar to what C-SPAN does for Congress. The site also provides coverage of oral arguments before the Wisconsin Supreme Court beginning with the 2007 biennium. A search engine is being developed, but for now the files are archived in reverse chronological order. (WisconsinEye)

Since July 1, 2006, the Indiana Register has become an Internet only publication. It is updated on a more frequent basis than the former monthly issue. The IR will no longer be a paged publication. Instead, documents, notices, proposed rules, executive orders, etc., will be posted on the web as individual documents. Scott Burgh, Chief Law Librarian for the City of Chicago Department of Law Library relays this valuable information regarding the Chicago Code. "Prior to 1990, the Municipal Code of Chicago was the 1939 code as amended through 1984. There were no published amendments from 1984-1990. In 1990, Book Publishing Company of Seattle got the contract and republished the Municipal Code of Chicago into 20 titles." The contract is now with American Legal Publishing.

Wisconsin - Municipal Records
Municipal records are submitted to the Office of the Secretary of State by Wisconsin’s towns, villages, cities and counties. Records examples include incorporation papers, annexations, corporate boundaries, maps, and litigation correspondence. Some records are more than 100 years old. If a record cannot be located in the Secretary of State’s database, a search of the Archives at the Wisconsin State Historical Society is suggested. (Office of the Secretary of State. Searching the Invisible Web

The Bureau of Justice Statistics, through its Federal Justice Statistics Resource Center (FJSRC), compiles comprehensive information describing suspects and defendants processed in the federal criminal justice system. The Federal Criminal Case Processing Statistics (FCCPS) tool is an interface that can be used to analyze federal case processing data. Users can generate various statistics in the areas of federal law enforcement, prosecution/courts, and incarcerations for the years between 1998 and 2014. Users can also look up data based on title and section of the U.S. Criminal Code for the years between 1994 and 2014. This tool includes offenders held for violating federal laws. As a result of a substantial budget cut that has affected the Bureau of Justice Statistics, the Sourcebook of Criminal Justice Statistics Online will cease being funded by that agency as of October, 2012. Albany U. is actively seeking ways to maintain the services offered by Sourcebook. The site presently includes data about all aspects of criminal justice in the United States presented in over 1,000 tables from more than 100 sources. 31st edition of Sourcebook, published in 2003, updated regularly online. Statistical Abstract
1995-2012. Contains a collection of statistics on social and economic conditions in the United States. Selected international data are also included. The Abstract is also your Guide to Sources of other data from the Census Bureau, other Federal agencies, and private organizations.

The U.S. Census Bureau terminated the collection of data for the Statistical Compendia program effective October 1, 2011. The Statistical Compendium program is comprised of the Statistical Abstract of the United States and its supplemental products - - the State and Metropolitan Area Data Book and the County and City Data Book. In preparation for the Fiscal Year 2012 (FY 2012) budget, the Census Bureau did a comprehensive review of a number of programs and had to make difficult proposals to terminate and reduce a number of existing programs in order to acquire funds for higher priority programs. The decision to propose the elimination of this program was not made lightly.
